Beacon City Council Minutes

Tuesday, September 6th, 2016

 7:00 p.m.

Call to Order- Mayor Jim Hughes called the meeting to order at 7:00 p.m. Members present: Richard Thomas, Cecil Smith, Dwight Teeter, Darrell Rust

General Business 

Review Minutes from August 4th and August 9th Meeting

Treasurer’s Report –

Claims Report-

Stephen Memorial Animal Shelter- 1 cat picked up, 2 incidents that animal shelter reported to residence  

Motion to approve the consent agenda made by Dwight Teeter, seconded by Darrell Rust. Motion approved

Old Business:             

Hall Rentals- 4 rentals in August

Clean-up & Animal Control- Council members are receiving reports of loose animals running around town. Weed/mowing ordinance is being complied with.

Culvert on Flora Street- Work has been completed and the City has received the final invoice from Concrete Expressions. Motion made to pay invoice made by Richard Thomas, seconded by Darrell Rust. Motion approved.

Ditch on South side of Williams Street- 2nd reading of bid from Concrete Expressions. Motion made by Richard Thomas to approve Concrete Expressions’ bid for culvert work and ditch cleaning on Williams Street, seconded by Darrell Rust. Motion approved.

Motion made by Dwight Teeter to waive the 3rd reading of the bid from Concrete       Expressions, seconded by Darrell Rust. Motion approved.

Part of this project includes the replacement of culverts that are the property owner’s responsibility. Kyle Thomas needs a 60 ft culvert which is a part of this bid. John and Brenda Atkinson need a 20 ft culvert which is also a part of this bid. Both property owners will be set up on payment plans with the City in lieu of adding to their property taxes. Kyle Thomas will reimburse the City $90/month for twelve months and John and Brenda Atkinson will reimburse the City $28.41/month for twelve months. Motion made by Darrell Rust to approve the resident’s payment plan for reimbursement of culverts, seconded by Richard Thomas. Motion approved.

Front St. Property- Ron talked to our City Attorney Jeff Smith. Jeff has been in contact and working with the bank that owns the property, Jeff recommended that the City let the property go to Sheriff’s sale. City will place a bid on the property once it is at the Sheriff’s sale. Motion to let the property go to Sheriff’s sale made by Richard Thomas, seconded by Dwight Teeter. Motion approved.

Radar Speed Sign- City Clerk Jaimie contacted Jayme Robinson and Deanne DeGroot (MCARD) to find out if any grants were available to help with the purchase of a radar speed sign. MCARD has a matching grant opportunity that will be available in spring 2017. Council tabled for further discussion.

North Grant Repair- Council viewed the section(s) of North Grant Street that needed to be replaced. Council received a bid from Concrete Expressions in the amount $18,440 for the tear out and replacement of concrete on North Grant Street. Motion made by Darrell Rust to accept the bid from Concrete Expressions, seconded by Richard Thomas. Motion approved.

Sheridan Street- Council received a bid from Concrete Expressions to complete ditch work, replace a culvert in front of the church, and to replace the sidewalk that will have to be tore out to replace the culvert in the amount of $1,990. Motion made by Darrell Rust to accept the bid from Concrete Expressions, seconded by Richard Thomas. Motion approved.

New Business

City Street Financial Report FY2016- 2nd reading of Street Report. The council reviewed the completed Street Report. Motion made by Richard Thomas to approve the City Street Financial Report, seconded by Dwight Teeter. Motion approved.

Motion made by Dwight Teeter to waive the 3rd reading of the City Street Financial Report, seconded by Richard Thomas. Motion approved.
