Beacon City Council Minutes

Tuesday, August 8th 2017

 7:00 p.m.

 

Call to Order- Mayor Jim Hughes called the meeting to order at 7 p.m.

City Council members present: Cecil Smith, Darrell Rust, Richard Thomas, and Ron Kauffman City Council members absent- Dwight Teeter

I. General Business 

Review Minutes from July 6th Meeting

Treasurer’s Report-

Claims Report- 

Motion made to approve the consent by Darrell Rust, seconded by Richard Thomas. All       members voted in favor, motion approved.

II. Old Business           

Hall Rentals- 5 hall rentals in the month of July.

Clean-up & Animal Control- Stephen’s Memorial Animal Shelter reported the intake of one stray dog in July.

Front St. Property- The council will work with City Attorney, Jeff Smith, to prepare

closing documents and set a closing date with buyer. The council was selling the property with the condition that the buyer would remove the trailer from the property within three months of possession; however, the buyer is now requesting this be extended to six months. Motion made to approve the sale of the property to the buyer with the condition that the trailer is removed within six months of possession made by Darrell Rust, seconded by Ron Kauffman. All members voted in favor, motion approved.

City of Beacon Entrance Sign- Nothing to discuss.

Williams St Culvert Work- Concrete Expressions completed the work. Council received a bill for $10,566.75 from Concrete Expressions for the work. Motion made to approve payment to Concrete Expressions in the amount of $10,566.75 for the work completed on Williams St. made by Darrell Rust, seconded by Ron Kauffman. All members voted in favor, motion approved.

   2. Candidate Filing: Monday, August 28th through Thursday, September 21st         3. Number of signatures required: 10                                                                                    4. Nomination papers are available on the Iowa Secretary of State’s website https://sos.iowa.gov/elections/electioninfo/cityelections.html and can be requested by mail, phone, or e-mail from the Beacon City Clerk           5. Nomination papers must be filed with the Beacon City Clerk                     6. The Beacon City Hall will be open until 5 p.m. on Thursday, September 21st  to accept nomination papers.                                                                                                

Leighton Street Road Repair- Work has not commenced.

Sheridan Street Culvert and Road Repair- Richard Thomas was waiting on a bid from a contractor; however he had not yet received the bid to present at the meeting.

III. New Business

City of Beacon Audit Preliminary Report- The State of Audit performed an audit of the City of Beacon in July. The Mayor reported the audit went well, but an official audit report has not been received. City Treasurer, Lois Nicholson, and City Clerk, Jaimie Williamson, are implementing suggestions received from the auditors.

Mahaska County Multi-Jurisdictional Hazard Mitigation Plan- Resolution No. 08-08-17 entitled “A RESOLUTION TO ADOPT THE 2016 MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN FOR MAHASKA COUNTY, IOWA” was introduced. Richard Thomas moved its approval, Darrell Rust seconded. All members voted in favor, motion approved. Whereupon the Mayor declared said resolution duly adopted.

Front St. and Kilbourn St. Concrete Replacement- Concrete Expressions completed concrete replacement and the installation of a culvert. Council received a bill for $5,280 from Concrete Expressions for the work. Motion made to approve payment to Concrete Expressions in the amount of $5,280 made by Cecil Smith, seconded by Ron Kauffman. All members voted in favor, motion approved.

Front St. and Leighton St. Concrete Replacement- Concrete Expressions completed concrete replacement. Council received a bill for $3,600 from Concrete Expressions for the work. Motion made to approve payment to Concrete Expressions in the amount of $3,600 made by Cecil Smith, seconded by Ron Kauffman. All members voted in favor, motion approved.

Sheridan Street- Concrete Expressions cleaned out the ditch across from the church, installed a new culvert, and replaced the sidewalk. Council received a bill for $1,990 from Concrete Expressions for the work. Motion made to approve payment made by Darrell Rust, seconded by Ron Kauffman. All members voted in favor, motion approved.

Summer’s home on Front St- The Summer’s sought approval for getting a brand new double wide manufactured home. The home is in accordance with Article 15 Chapter 2 of the City of Beacon’s Ordinance.
