Beacon City Council Minutes

Tuesday, March 6th, 2018

 7:00 p.m.

Call to Order- Mayor Jim Hughes called the meeting to order at 7:00 p.m. City Council members present: Danny Fetters, Richard Thomas, Dwight Teeter, and Ron Kauffman. City Council members absent: Cecil Smith

General Business

  1. Review Minutes from February 6th, 2018 Meeting
  2. Treasurer’s Report-
  3. Claims Report-

Motion made to approve the consent agenda made by Richard Thomas, seconded by Ron Kauffman. All members voted in favor, motion approved.

Old Business

  1. Hall Rentals- There was one hall rental in the month of February.
  2. Clean-up & Animal Control0 There were no calls or strays reported in February to the Stephen Memorial Animal Shelter. Council discussed the number of stray cats around town. Mayor, Jim Hughes, will contact Terry Gott with the Stephen Memorial Animal Shelter in regards to these strays.
  3. Committee Reports- Danny Fetters from the Street Repair Committee reported that the alley behind Joe Smith is partially graveled, with the other part being dirt. Gravel in alleys is the homeowner’s option. If a homeowner wants gravel they pay for the gravel, but the City of Beacon would pay for the hauling of the gravel. Further discussion tabled until next meeting. No other committee updates.
  4. FY19 City Budget- City Clerk, Jaimie Williamson, reported that the FY19 has been submitted to the Mahaska Co. Auditor and the Iowa Department of Management.
  5. City Code Codification- The council was presented with a proposal for services from Area 15 for city codification services. The City has already approved a proposal from Sterling Codifiers.

New Business

  1. Storm Siren Resolution 3-06-18 entitled “RESOLUTION TRANSFERRING OWNERSHIP OF EQUIPMENT OWNED BY THE CITY OF BEACON TO THE MAHASKA COUNTY EMERGENCY MANAGEMENT COMMISSION PURSUANT TO IOWA CODE SECTION 29C.9(2)”. Council members discussed the resolution and came up with questions for the Mahaska County Emergency Management Commission. Council tabled the resolution until they are able to get answers to their questions from the Mahaska County Emergency Management Commission.
  2. North Grant Street Parking- A citizen that lives on North Grant Street attended the meeting to express their concerns in regards to parking North Grant Street Parking including the risk of head on collisions due to the narrowness of the street, and the potential of hitting someone crossing the road. Council will order and install new “No Parking” signs to install on the East side of Grant St.
