Beacon City Council Minutes

Tuesday, May 6, 2014

7:00 p.m.

 

  1. Call to Order-Mayor Jim Hughes called the meeting to order at 7:00 p.m.

     

  2. General Business

     

    A.  Review Minutes from April 8th Meeting-

    B.  Treasurer’s Report –

    C.  Claims Report-

    D.  Sewer Report – No report.  Sewer backup happened in town.  Jim called Mahaska Rural Water. 

    E.  Water Reports – No report.

    F.   Stephen Memorial Animal Shelter- One dog was picked up and took to the shelter.  Another owner was investigated for animal cruelty and another owner was warned about the leash law.

    G.  Sheriff’s Report-.

     

    Motion to approve consent agenda made by Darrell Rust, seconded by Rich Thomas.  Motion approved.

     

    II. Old Business:

     

    A.  Hall Rentals- 5 rental scheduled for May and 2 scheduled for May.

    B.  Clean-up & Animal Control- Spring clean-up is set for June 2nd. 

    C.  New Proposal for Run-off Election-Jill got ahold of the secretary of state. Jim decided to table this until next meeting.  Not all council members were here to discuss it.

  1. Appoint Emergency Management Representative-Jim appointed Darrell Rust Darrell will know be the representative for Emergency Management for the City of Beacon.
  1. Fund Raiser for new floor-Discussed having a car show and take a donation for sandwich’s and a drink.  Another idea was having a breakfast in the fall sometime. Tabled for further discussion.
  2.  Street Signs- Jim got some estimates, the City of Oskaloosa was charged $26.05 per sign.  Council needs to count how many signs are needed.  Tabled for further discussion.

     

     

  1. New Business

     

  1. Wilson’s Dog-Ashley Wilson’s dog was running around town.  Jim talked to her and reminded her of the leash law and gave her a copy of the ordinance.  Terry Gott gave her a copy of the ordinance.  Jill will send a certified letter.  Another resident’s dog is running loose, Dwight will talk to the owner and give her a copy of the ordinance.
  2. Mowing-Jim checked with his insurance company and he would have to buy contractor’s insurance in order to mow for the City.  Richard will call Century and see if they can start mowing.  Motion to approve Century to mow made by Richard Thomas, seconded by Dwight Teeter.  Motion approved.
  3. Spring Clean-up-June 2nd.  Jill will make posters to hang around town.
  4. City Wide Garage Sale-May 30th and 31st.  Jill will put an ad in the paper. 

     

     

    III. Business from the Floor

  1. Jerry Nieusbaum Project-Council needs to come up with a project before June 30th (Jerry’s last day) so the money he donates back to the City can be used.  Discussions included new culvert on Elm, taking the clay tile out underneath Grant Street.   Shane will let Jerry know of Council’s decision.  A motion to try and get the project on Elm Street done was made by Darrell Rust, seconded by Dwight Teeter.
  2. Dust Control-Jim will talk to Jerry and find out when they can do this.

    IV. Next Scheduled Council Meeting June 3, 2014.
