Beacon City Council Minutes

Tuesday, October 4th, 2016

 7:00 p.m.

Call to Order- Mayor Jim Hughes called the meeting to order at 7:00 p.m. Members present: Richard Thomas, Cecil Smith, Darrell Rust, Dwight Teeter, and Ron Kauffman.

Motion to approve the consent agenda made by Richard Thomas, seconded by Darrell Rust. Motion approved.

  

 Old Business           

  1. Hall Rentals- No hall rentals reported
  2. Clean-up & Animal Control- No report from Stephen Memorial Animal Shelter.
  3. Ditch on South side of Williams Street- Dustin Teeter, owner of Concrete Expressions, was at the meeting. He is only able to guarantee he is able complete one bid before the weather interferes. Council tabled signing a contract until vendor is available to complete the project work.
  4. Front St. Property- Ron has not heard anything from our City Attorney, Jeff Smith. Ron will check to see if the property is on the Sheriff’s sale list.
  5. Radar Speed Sign- No discussion, tabled at September 6, 2016 meeting.
  6. North Grant Repair (2nd reading)- 2nd reading of bid from Concrete Expressions for $18,440 to tear out and replace concrete on North Grant Street. Motion made by Ron Kauffman to accept the bid from Concrete Expressions, seconded by Richard Thomas. Motion approved. Motion made by Darrell Rust to waive the 3rd reading of the bid from Concrete Expressions, seconded by Richard Thomas. Motion approved.

Dustin Teeter, owner of Concrete Expressions, signed a contract stating that the project would be completed within 60 days (by December 6, 2016).

  7. Sheridan Street (2nd reading)- 2nd reading of bid from Concrete Expressions for $1,990 to complete ditch work, replace a culvert, and replace sections of sidewalk. Motion made by Ron Kauffman to accept bid from Concrete Expressions, seconded by Darrell Rust. Motion approved. Motion made by Dwight Teeter to waive the 3rd reading of the bid from Concrete Expressions, seconded by Richard Thomas. Motion approved.

Dustin Teeter, owner of Concrete Expressions, is only able to guarantee that he can complete the North Grant Street Repair project before the weather interferes. Council tabled signing a contract until vendor is available to complete the project work.

 New Business

  1. Anderson’s Country Store’s Liquor License (1st reading)- 1st reading of Anderson’s Country Store’s Liquor License renewal. Motion to approve Anderson’s Country Store’s liquor license renewal made by Cecil Smith, seconded by Darrell Rust. Motion approved.
  2. City Annual Financial Report (1st reading)- Tabled until November 3rd, 2016 meeting.
  3. MidAmerican Trees Please Grant- Council reviewed a grant opportunity through MidAmerican Energy for trees. Council decided not to pursue the grant and will readdress purchasing a tree(s) in spring 2017.
  4. Council member has received complaints from Beacon residents regarding excessive, loud music at 306 Williams Street. Residents will be recommended to report to the Sheriff’s office as it is a city nuisance violation.                                                                                                                                                                                                                        Next Scheduled Council Meeting Thursday, November 3rd
