Beacon City Council Minutes

Thursday, October 4th, 2018

7:00 p.m.

Call to Order- Mayor Jim Hughes called the meeting to order at 7:00 p.m. City Council members present: Richard Thomas, Danny Fetters, Dwight Teeter, and Cecil Smith. City Council members absent: Ron Kauffman.

General Business

  1. Review Minutes from September 4th, 2018 Meeting
  2. Treasurer’s Report-
  3. Claims Report-

Motion made to approve the consent agenda made by Richard Thomas, seconded by Dwight Teeter. All members voted in favor, motion approved.

Old Business

  1. Hall Rentals- no hall rentals reported for September
  2. Clean-up & Animal Control- 1 stray animal intake
  3. Committee Reports- Next EMA meeting is October 11th.
  4. City Code Codification- City Clerk, Jaimie, has sent our current code of ordinances electronically to Sterling Codifiers. No update.
  5. Storm Siren- EMA will vote on the City of Beacon Storm Siren Resolution at their next meeting on October 11th.
  6. Nuisance/Abandoned Property Abatement- City Clerk is waiting to hear back from City Attorney, Jeff Smith, in regards to Iowa Code 364.12
  7. Resolution SFR17-18 City Street Financial Report- The City Street Financial Report has been submitted
  8. Close Front Street October 6th and 7th– City of Beacon will provide road closed signs
  9. Culvert on Sheridan Street- Council reviewed bid from Concrete Expressions to tear out and replace concrete, a culvert, and the walls of the catch basin on Sheridan Street in the amount of $27,873.60. Motion made by Richard Thomas to approve the bid, seconded by Cecil Smith. All council members voted in favor, motion carried. Concrete Expressions will have the work completed by January 4, 2019.

New Business

  1. MidWest Sanitation- Recycling- The Landfill Commission decided to no longer pay for recycling services in Mahaska County. MidWest Sanitation brought bids for city wide curbside recycling for $7.25/mo/household two times per month (MidWest Sanitation to provide totes) or city wide trash and recycling for $20.80/mo/household two times per month. The cost would be the city’s responsibility and could be invoiced to customers through their water bill. This would require a 3 to 5 year contract with MidWest Sanitation. Council tabled until next meeting. Richard Thomas will contact LDI to give them the opportunity to submit a bid as well.
  2. 2018 City Street Inventory Update- tabled until next meeting
  3. 2018 Annual Financial Report- Council reviewed the 2018 Annual Financial Report. Motion to approve made by Cecil Smith, seconded by Dwight Teeter. All members voted in favor, motion carried.
  4. Purchase Road Closed Signs- tabled until next meeting
  5. Landfill Commission Representative for 2019 year- Motion made by Danny Fetters to elect Richard Thomas as the City of Beacon Landfill Commission Representative for the 2019 year, seconded by Dwight Teeter. All members voted in favor, motion carried.

Next Scheduled Council Meeting Tuesday, November 6th at 7 p.m.
