Beacon City Council Minutes

Thursday, April 4th, 2019

7:00 p.m.

Call to Order- Mayor Jim Hughes called the meeting to order 7 p.m. City Council members present: Richard Thomas, Ron Kauffman, Danny Fetters, and Dwight Teeter City Council members absent: Cecil Smith

General Business

  1. Review Minutes from March 5th, 2019 Meeting
  2. Treasurer’s Report
  3. Claims Report

Motion made to approve the consent agenda made by Dwight Teeter, seconded by Richard Thomas.

All members voted in favor, motion approved.

Old Business

  1. Hall Rentals- Zero hall rentals for the month of March
  2. Clean-up & Animal Control –

Animal Control: 1 pickup for the month of February. Report has not been received for the month of March.

Clean Up: Received letter from Mahaska Co. Secondary Roads Dept that they will not be participating in the annual spring clean up so they can work on roads within the county. As a result, the City of Beacon will not have its annual spring clean up day. The Council will still plan to have its city wide garage sale on May 31st-June 2nd

3. Committee Reports- The city needs to do ditch cleaning this year. Proposed properties: ditch by the Jemison’s, ditch by DenHartog’s, and ditch across from post office.

4. City Code Codification- Council reviewed the Proposed Table of Contents for the New Code and Ordinance List provided by Sterling Codifiers. City Clerk, Jaimie Williamson will submit changes to the Proposed Table of Contents and send ordinances that Sterling Codifiers is missing.

New Business

  1. New City Hall (size, requirements, design)- Jamey Robinson, EMA/911 Administrator reached out to Council to express that he believes the Council may be better off building a separate storm shelter, rather than a basement for all, due to costs, accessibility requirements, and potential grant funding opportunities.

Our current City Hall is 682 sq ft, the proposed new City Hall would be approximately 1500 sq ft.

2. New Flag Pole with State Flag- Council reviewed new flag pole designs. The current American flag we have on the building will be replaced this month.

3. LOST Fund Allocation- Our current LOST (local sales and service tax) is allocated 70% to pay services from other municipalities and 30% toward the City Hall Fund. The City discussed potentially changing the percentages and/or purposes of the LOST revenues. Such change will have to approved by voters at a special election or the regular city election in November.
