Beacon City Council Minutes

Tuesday, June 4, 2013

7:00 p.m

I.    Call to Order- Mayor Shawn Maxwell called the meeting to order at 7:03 p.m.  Members present:  Tom VanDerVeer, Richard Thomas, Ron Ferree, Jim Hughes.  Absent:  Ken Allsup
II.    General Business
A.    Review Minutes from May 7th Meeting-
B.     Treasurer’s Report –
C.    Claims Report-
D.    Sewer Report –
E.    Water Reports –
F.    Hall Rentals-3 rentals in May.  No report for June.
G.   Stephen Memorial Animal Shelter-One stray took in.  Follow-up on rabies vaccination.
H.    Sheriff’s Report- No report.

Motion to approve consent agenda made by Tom VanDerVeer, seconded by Ron Ferree.  Motion carried.

III.    Old Business:
A.    Ragbrai-Shawn talked to Jerry and he is willing to do whatever the City wants to do whether to closing Kilbourn St. or not.  Vendors will be permitted as long as they provide their own electricity, sign a waiver waiving any liability to City, find their own place to set up, provide copy of $1 million liability insurance and pay $350.00 for City permit.
B.    2nd Reading of Article 4 Chapt. 2- Second reading read.  Motion to approve made by Tom VanDerVeer, seconded by Richard Thomas.  Motion approved.  Motion made to waive the 3rd reading.  Motion made by Tom VanDerVeer, seconded by Ron Ferree.  Motion approved.
C.    Grants-Some grants have opened up.  Jill will contact Jamie and find out what ones are available.
D.    Sheridan Street-No one got a hold of the County.  Shawn or Tom will try and get ahold of someone.
E.   Internet/Phone Update- new message has been recorded and Shawn will check these.  Jill will e-mail council members with ID and password for internet access.
F.  Welcome to Beacon sign-Need to check with county or another City to see what guidelines are needed for signs.  Shawn will talk to Jerry and see what he can find out.
G.   Levy Rate Increase-In the general fund expenses are costing more than the City is bringing in. Tabled until next meeting.
H.  Garbage Control-Shawn suggested creating a list of what needs to be cleaned up, or two council members drive around and inspect what needs cleaned up.  Council will compile a list of properties that need to be cleaned up and will bring addresses and specifics of what’s in violation.  Council members need to submit this list to Shawn within two weeks.  A suggestion was made to deliver a letter to all of Beacon residents letting them know that they have so many days to clean up their property or fines will be enforced.
I.     Lewis’s Stumps-There was a complaint about stumps in the alley.  Council discussed this with the property owner and he will work on cleaning this up.
J.    Clean-up & Animal Control Ordinances-Cover this agenda item with the blanket letter to be sent to all residents

IV.    New Business
A.   City Park Clean-up-Scheduled for this Saturday, June 8th from 8 a.m -12.  Volunteers are appreciated.
B.   Fence on horseshoe-Fence is too close to the road, blocked access for easement.  Tom and Jim will go talk to him about the situation.
C.   Youth Group Fundraiser for Ragbrai-Youth group looking to do fundraiser in Beacon.  Concerns with damage to park were discussed.  Will let them do the fundraiser but not in the City park.  Tom VanDerVeer made a motion to approve youth group, seconded by Richard Thomas.  Motion approved.
D.   Chickens (complaints at Lewis and Parton properties)-Talked to Lewis about chickens, he will try and keep them contained better.  At Parton property the chicken waste is running into the waterway.
